[Later - When posting this article I was under the impression that the robo-call was not appropriate - however, a friend did some study on this issue and she doesn't believe that there were problems with the call. I will need to do more looking into the issue before I have a more clear view of the robo-call. - In other words, the mayor may not be "off the hook" in this matter.
